BIB. The College President as the Executive Officer (BP)

The College President shall be the executive officer of the Board and shall work under its direction. The President shall recommend the plan of organization of the College. The chief responsibilities and duties of the College President shall include the following:

  1. The President shall attend all meetings of the Board of Regents unless excused from attendance.
  2. The President shall act as the chief professional advisor to the Board in all matters pertaining to the educational and business policies of the College involving their organization and operation.
  3. The President shall have general charge over the educational and business matters of the College and over all persons employed therein. This will include the biennial evaluation of all Vice Presidents employed by the College.
  4. All educational and business employees of the College shall be under the direction of the President.  The President shall recommend such employees to the Board for employment, as well as dismissal of such employees.       
  5. The President shall report to the Board from time to time at his discretion, or upon request of the Board, on the educational and business affairs of the College.
  6. The President may call meetings of the faculty, or other employees, at such times as deemed necessary, for professional training and consultation.
  7. The President shall investigate the needs of facilities for the College and make such recommendations to the Board as will meet these needs.
  8. The President shall prepare a carefully classified estimate of receipts and expenditures for the ensuing year and submit this proposal to the Board within the dates as prescribed by law.
  9. Within the limits of the budget approved by the Board of Regents, the President shall have power to approve requisitions for purchases and expenditures for the program of the College. The President shall also sign all warrants drawn on the college funds and contracts that have been duly authorized. He may delegate this authority to another member of the administrative staff.
  10. The President shall recommend the transfer of funds from one account to another as financial conditions may require. The President shall prepare and present to the Board an amended budget at least one time per year.
  11. The President shall represent the College to its constituency, to the general public and in educational groups.
  12. The President shall assist as far as possible, in raising funds for the support of the College and its program.
  13. The President is charged with the responsibility of maintaining amity and unity of purpose among all members of the teaching and administrative staff, the Board of Regents, the Alumni and College constituency.
  14. The President shall make final approval of all trips involving students, and other personnel that are not specifically provided for in the budget.
